Wisconsin secures $20 million for Manitowoc port upgrades to boost grain shipment efficiency

Funding will enhance storage, equipment, and rail connections, establishing a Midwest grain hub to support Wisconsin farmers and businesses.

U.S. Senator Tammy Baldwin announced that she helped secure $20 million in federal funding to upgrade the Port of Manitowoc’s infrastructure, improving grain shipment efficiency and supporting Wisconsin’s agricultural economy.

The funding comes through the Bipartisan Infrastructure Law and annual appropriations, with Baldwin advocating for the project alongside Department of Transportation Secretary Sean Duffy. The investment will expand storage capacity, update equipment, and enhance rail connections to speed transportation and reduce costs.

“Investing in our ports is an investment in our Made in Wisconsin economy,” Baldwin said. “Our ports keep Wisconsin goods moving to market, allow our small businesses and farmers to compete on a global stage, and support local economies across the state.”

The funds will support the Midwest Multi-Modal Development Project (M3DP), a partnership between the City of Manitowoc, Briess Malt & Ingredients Co., and Briess affiliate Grainshore LLC. The project aims to create a Midwest grain hub, streamlining the movement of grain between ships, trains, and trucks for more reliable domestic and international shipping.

Manitowoc Mayor Justin Nickels praised the grant, saying it highlights Briess’ growth and the city’s thriving business environment. Briess CEO Craig C. Briess emphasized the grant’s positive impact on agriculture and manufacturing, thanking local, state, and federal partners for their support.

The funding is part of the U.S. Department of Transportation’s Maritime Administration Port Infrastructure Development Program, which received $500 million in 2025 to enhance port efficiency, safety, and resilience nationwide.
