Norfolk Southern names Brian Barr as COO

Barr brings 28 years of experience to lead operations amid merger preparations.

Norfolk Southern Corporation has appointed Brian Barr as its new Chief Operating Officer, effective June 1, 2026. Barr succeeds John Orr, who will retire July 1 after serving as Executive Vice President and COO.

Experienced leadership for operations

Barr has been with Norfolk Southern since September 2024, leading the Mechanical department and driving improvements in safety and asset reliability. He brings more than 28 years of rail industry experience, including leadership roles at CSX and Union Pacific.

“Brian is the right leader for Operations, bringing a strong commitment to safety, broad railroading expertise and a proven ability to build a fast, resilient network that earns customer trust every day,” said CEO Mark George.

Barr’s responsibilities will include overseeing railway operations, safety, transportation, network planning, engineering, and equipment maintenance.

Transition and merger support

John Orr will remain as a special advisor to the Chair of the Board through June 30, 2026, and continue advising until the earlier of the Union Pacific merger closing or June 1, 2027.

George praised Orr’s tenure, highlighting his focus on safety, cost efficiency, and operational excellence. Orr expressed pride in the operational improvements made and confidence in the next generation of leaders.

Barr holds a business administration degree from Bellevue University and completed Harvard Executive Education’s Executive Leadership Forum. His appointment comes at a critical time as Norfolk Southern prepares for the Union Pacific merger, emphasizing continuity and operational strength.
