Growth Energy CEO testifies on EPA's biofuel blending proposal

Skor emphasizes importance of strong RVOs for energy dominance and rural prosperity.

Growth Energy CEO Emily Skor testified at a virtual hearing hosted by the U.S. Environmental Protection Agency (EPA) on its 2026-2027 Renewable Volume Obligation (RVO) proposal for biofuel blending under the Renewable Fuel Standard (RFS).

Skor highlighted the potential of strong RVOs to drive investments, create jobs, and support rural America's growth by expanding renewable fuel production and use. She praised the proposal for setting conventional biofuel blending volumes at 15 billion gallons for two years, calling it "the strongest RFS proposal we've ever seen."

"This proposal will create the kind of certainty that spurs innovation and truly unleashes American energy dominance," Skor said, emphasizing the administration's commitment to biofuel producers and farmers.

Skor urged the EPA to clarify that small refinery exemptions (SREs) would not be granted recklessly and that any gallons lost to SREs would be compensated in the market. She stressed that these measures are crucial for the proposal to deliver its intended impact.

"Only with these pieces in place can this proposal truly deliver the game-changing impact the president wants it to have, and that the nation's biofuel producers and rural communities are counting on," Skor added.

Growth Energy, the largest biofuel trade association in the nation, represents members who produce over half of all U.S. ethanol annually. The organization views the EPA's proposal as a significant step towards strengthening the renewable fuels sector and supporting rural economies.
