
The U.S. Grains & BioProducts Council has strengthened its partnership with GRUMA, Mexico’s largest tortilla and corn masa producer, to expand exports of non-GMO white corn, supporting a $66 million market driven by GRUMA’s preference rather than policy mandates.
Since Mexico reversed its 2023 corn decree banning GMO corn in tortillas, the Council used Market Access Program (MAP) funds to help GRUMA procure 300,000 tons of non-GMO white corn from U.S. farmers. This collaboration included connecting GRUMA with new suppliers, organizing farm visits, and delivering educational programs to build confidence in U.S. supply chains and sustainable farming practices.
When Mexico first introduced the corn decree in 2020, the Council worked closely with GRUMA to advocate for its reversal. Facing public and regulatory scrutiny over GMO corn use, GRUMA launched a non-GMO sourcing program with the Council’s support, ensuring it could meet market demands.
In October 2024, the Council hosted GRUMA’s procurement team on tours of Nebraska and Missouri farms, highlighting irrigation and soil health management. These efforts showcased the resilience of U.S. agriculture and secured a reliable white corn supply for GRUMA.
The Council’s $45,000 MAP investment in advocacy and farm tours delivered a remarkable return on investment, generating $1,467 for every dollar spent. This partnership not only safeguards a vital export market but also creates new opportunities and high-value contracts for U.S. corn farmers.
