USDA unveils plan to modernize farm data

The agency aims to reduce survey burden on producers while improving statistical accuracy through new technology and better data sharing.

The U.S. Department of Agriculture released a comprehensive modernization plan designed to overhaul how it collects and analyzes agricultural data, responding to growing producer frustration with burdensome surveys and declining response rates.

The USDA Data Modernization Plan, announced by Agriculture Secretary Brooke L. Rollins, addresses a problem that has been building for decades. Survey response rates have steadily declined as producers view the data collection process as increasingly time-consuming, particularly when technology and administrative data could reduce the workload.

The modernization effort follows listening sessions held at state fairs and farm shows across the country, where USDA officials heard directly from hundreds of producers about their concerns.

Making surveys easier to complete

The plan’s first pillar focuses on modernizing the data reporting experience. USDA will explore pre-filling survey fields using administrative data and previously reported information, which should cut down the time producers spend filling out forms.

The agency also plans to improve its use of administrative data from the Farm Service Agency, Risk Management Agency, Natural Resources Conservation Service and other USDA agencies. The goal is to avoid asking producers for information they’ve already submitted to another part of the department.

USDA will evaluate more user-friendly mobile surveys with shorter question sequences and simplified navigation. The agency is also working on a cleaner interface for its online respondent portal with mobile-responsive design and simplified authentication.

Better acreage and yield estimates

The second pillar targets improvements in how USDA estimates acreage and yields. The agency will conduct a structured pilot program to test whether administrative records, geospatial observations and modern modeling can provide a stronger foundation for these estimates while preserving producer-reported information.

USDA plans to expand its work with NASA on remote sensing, soil moisture monitoring, crop yield modeling and satellite mission planning. The collaboration will advance shared agricultural monitoring tools like CropCASMA, VegScape and CropScape.

The Cropland Data Layer recently improved from 30-meter to 10-meter resolution, providing better quality geospatial data for USDA’s work.

Integrating technology platforms

The third pillar addresses the fragmented nature of USDA’s information technology systems. The agency will advance cloud-based data pipelines and shared analytical environments across USDA to reduce redundant processing and support cross-agency data use.

USDA will incorporate artificial intelligence, machine learning and advanced analytical methods to improve efficiency while maintaining data privacy, scientific rigor and human oversight. The agency is developing AgStatBot and other conversational tools to help users find and interpret published data.

Building trust with producers

The final pillar focuses on transparency and trust. USDA will continue holding listening sessions, commodity discussions and targeted roundtables with producers to explain modernization efforts and gather feedback.

The agency will establish a feedback mechanism for continuous dialogue with producers, including a quarterly Survey Chat to build understanding and make participation easier. USDA also plans to develop an annual Crop Season in Review report comparing estimates and forecasts across the season with final estimates.

All data collection, analysis and reporting will meet applicable legal, statistical, cybersecurity and confidentiality protections, including those guaranteed under the Confidential Information Protection and Statistical Efficiency Act.

The plan represents USDA’s effort to balance its historical mission of collecting agricultural statistics, dating back to President Lincoln’s establishment of the department in 1862, with modern technology and producer needs.
