
China’s State Council published its 15th Five-Year Plan for Accelerating the Modernization of Agriculture and Rural Areas and the USDA Foreign Agricultural Service published its breakdown of the report. The plan targets grain production capacity of 725 million metric tons annually by 2030, while simultaneously seeking to diversify import sources and build internationally competitive domestic enterprises.
The document marks a strategic shift toward agricultural self-reliance as China moves from what officials call a “transition period” to systemic modernization aimed at becoming an agricultural powerhouse by 2035.
Import diversification strategy
The plan directly addresses China’s dependence on agricultural imports, particularly for oilseeds. Officials call for diversifying import sources to supplement domestic supply shortfalls and reduce reliance on single-country suppliers. The government will actively diversify the sources of imported agricultural products and deepen agricultural cooperation with Belt and Road countries.
China aims to support large domestic enterprises with international competitiveness that can stabilize international supply chains. This strategy suggests Beijing intends to gain more control over its agricultural supply chains by developing companies capable of competing globally in procurement and distribution.
The plan’s emphasis on import diversification comes as China seeks to reduce vulnerability in its food supply system while maintaining access to necessary agricultural commodities.
Production capacity expansion
The grain production capacity target of 725 million metric tons represents an increase from 715 million metric tons in 2025. Officials clarified this target refers to production capacity rather than actual production, focusing on sustainable capacity through upgraded farmland, superior seeds, advanced machinery, and modern technologies.
China has launched a new action plan to increase grain production capacity by an additional 50 million metric tons. Focusing on 720 designated counties, the initiative promotes technical models such as moderate high-density planting, precision seeding, and integrated water-fertilizer management.
The plan aims for an 85 percent self-sufficiency rate for China’s core agricultural germplasm resources, which include parent seeds of grain crops, foundation-stock breeds of livestock and poultry, and original parent stocks for aquatic species. Ministry of Agriculture and Rural Affairs statistics indicate the self-sufficiency rate stood at 81 percent in 2025.
Technology as competitive advantage
China expects technological advancements to contribute 67 percent of agricultural growth by 2030, up from the current 64 percent. The plan elevates technology as the core engine of agricultural growth, potentially reducing the country’s need for imported grains if domestic yields improve significantly.
The government is pushing AI-driven smart agriculture, agricultural drones, bio-manufacturing, and intelligent machinery. China plans to reach a mechanization rate of over 80 percent for crop cultivation and harvesting, compared to the current overall mechanization rate of 76.7 percent.
Market implications
The plan adopts a “broader food view” that shifts focus from “eating enough” toward “eating well” and ensuring supply chain resilience. This approach diversifies food sources from forests, rivers, and seas while optimizing crop varieties and quality.
The strategy could affect trade patterns as China balances domestic production increases with continued imports of oilseeds and other commodities. The emphasis on quality over quantity may influence the types of agricultural products China seeks in international markets.
