California Governor Gavin Newsom has directed the state’s Air Resources Board (CARB) to expedite the approval process for E15, a gasoline blend containing 15 percent ethanol. This announcement comes as the state grapples with high fuel prices and aims to enhance its environmental initiatives. Currently, California stands alone as the only state that does not allow the sale of lower-cost, lower-carbon E15.
In a letter addressed to CARB Chair Liane Randolph, Newsom emphasized the urgency of this initiative, stating, “Given the potential for allowing E15 gasoline to increase fuel supply and reduce gasoline prices, with little to no environmental harm, it is prudent for CARB to prioritize resources that would allow for the expeditious completion of this process.”
Newsom highlighted the economic implications of adopting E15, citing a recent study conducted by economists at the University of California, Berkeley, and the United States Naval Academy. The study indicates that E15 could lower gas prices by up to $0.20 per gallon, potentially saving California families around $2.7 billion annually. “There’s massive potential for this to be a win-win for Californians: lowering gas prices while keeping our air clean,” Newsom stated in a related press release. “It builds on our efforts to keep gas prices low by holding Big Oil accountable and helping prevent price spikes at the pump.”
The Renewable Fuels Association (RFA) has expressed strong support for the Governor’s initiative. RFA President and CEO Geoff Cooper remarked, “We sincerely appreciate Gov. Newsom’s efforts to accelerate the approval of the cleaner, greener E15 fuel blend in California. Not only does E15 reduce greenhouse gas emissions and harmful tailpipe pollution, but it also delivers significant savings at the pump.”
Recent vehicle testing conducted by the University of California, Riverside, supports these claims, indicating that blending E15 would not adversely affect nitrogen oxide (NOx) emissions and could even reduce particulate emissions. This data further reinforces the environmental case for E15, aligning with California's broader goals of reducing air pollution and combating climate change.
