Iowa governor signs proclamation allowing overweight grain transport

Temporary weight limits eased for grain, fertilizer, and manure haulers through December 19.

Iowa Governor Kim Reynolds has signed a proclamation permitting overweight transport of grain, fertilizer, and manure on state highways, effective immediately through December 19, 2025.

The proclamation allows vehicles carrying corn, soybeans, soybean meal, hay, straw, silage, stover, dry and liquid fertilizer, and dry and liquid manure to operate at gross weights up to 90,000 pounds without a permit.

This applies to all highways in Iowa except the interstate system. Vehicles must not exceed the maximum axle weight limits by more than 12.5 percent under Iowa Code § 321.463 (6)(b), must stay within the legal axle weight maximum of 20,000 pounds, and must comply with posted road and bridge restrictions.

The temporary easing aims to support agricultural transportation needs during the harvest and fertilizer application seasons while maintaining safety and infrastructure protection.
