USDA announces key leadership changes at APHIS

Three veteran officials to assume new roles in July.

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service announced Tuesday three leadership changes that will take effect July 27.

Bernadette Juarez will return to Animal Care as deputy administrator after six years leading Biotechnology Regulatory Services. Juarez previously held the Animal Care leadership role from 2016-2019.

Dr. Donna Lalli will become deputy administrator for Biotechnology Regulatory Services, where she began her APHIS career as a biotechnologist and chief of staff. Lalli most recently served as associate administrator in Wildlife Services.

Sarah Helming will rejoin the Office of the Administrator as associate administrator. She previously served as Animal Care deputy administrator and has held roles in several APHIS program areas.

“Their leadership will help ensure continuity, strengthen program delivery, and enhance service to our stakeholders,” the agency said in its announcement to partners.
