Biden Unveils $2T Infrastructure Plan

Plan aims to revitalize U.S. transportation infrastructure, water systems, broadband and manufacturing

President Biden will unveil a more than $2 trillion infrastructure package on Wednesday, which will include roughly $2 trillion in spending over eight years and would raise the corporate tax rate to 28% to fund it, an administration official told reporters Tuesday night, speaking on condition of anonymity in advance of the announcement.

CNBC reports the White House said the tax hike, combined with measures designed to stop offshoring of profits, would fund the infrastructure plan within 15 years.

President Biden's proposal, The American Jobs Plan, would:

  • Put $621 billion into transportation infrastructure such as bridges, roads, public transit, ports, airports and electric vehicle development
  • Direct $400 billion to care for elderly and disabled Americans
  • Inject more than $300 billion into improving drinking-water infrastructure, expanding broadband access and upgrading electric grids
  • Put more than $300 billion into building and retrofitting affordable housing, along with constructing and upgrading schools
  • Invest $580 billion in American manufacturing, research and development and job training efforts

President Biden is calling on Congress to make a historic and overdue investment in our roads, bridges, rail, ports, airports, and transit systems.

His plan notes that "decades of declining public investment has left our roads, bridges, rail, and transit systems in poor condition, with a trillion-dollar backlog of needed repairs."

  • Repair American roads and bridges. One in five miles, or 173,000 total miles, of our highways and major roads are in poor condition, as well as 45,000 bridges. The President’s plan will modernize 20,000 miles of highways, roads and main streets. It will fix the 10 most economically significant bridges in the country in need of reconstruction. It also will repair the worst 10,000 smaller bridges, providing critical linkages to communities. And, it will replace thousands of buses and rail cars, repair hundreds of stations, renew airports, and expand transit and rail into new communities.
  • Invest in reliable passenger and freight rail service. The nation’s rail networks have the potential to offer safe, reliable, efficient, and climate-friendly alternatives for moving people and freight. However, unlike highways and transit, rail lacks a multi-year funding stream to address deferred maintenance, enhance existing corridors, and build new lines in high-potential locations. There are currently projects just waiting to be funded that will give millions more Americans reliable and fast inter-city train service. President Biden is calling on Congress to invest $80 billion to address Amtrak’s repair backlog; modernize the high traffic Northeast Corridor; improve existing corridors and connect new city pairs; and enhance grant and loan programs that support passenger and freight rail safety, efficiency, and electrification.
  • Improve ports and waterways. Our ports and waterways need repair and reimagination. President Biden is calling on Congress to invest an additional $17 billion in inland waterways, coastal ports, land ports of entry, and ferries, which are all essential to our nation’s freight.
  • Deliver high-speed broadband to all Americans. Through a historic investment of $100 billion, President Biden’s plan will bring affordable, reliable, high-speed broadband to every American, including the more than 35% of rural Americans who lack access to broadband at minimally acceptable speeds. The plan prioritizes building “future proof” broadband infrastructure in unserved and underserved areas so that we may reach 100% high-speed broadband coverage.
